The City Resilience Index is the first comprehensive tool for cities to understand and assess their resilience, enhancing their ability to build sound strategies and plans for a strong future.

The world is urbanizing. The climate is changing, and many cities are on the front lines of managing this new reality. Whether cyclone or fire, flood, flu, or influx of refugees, crisis is the new normal.

Against this backdrop, we need a new paradigm for how we plan for our urban future: We need to build resilience.

Resilience is the capacity of individuals, communities, and systems to adapt, survive, and grow in the face of stress and shocks, and even transform when conditions require it.

Developed as a partnership between The Rockefeller Foundation and Arup, and based on three years of research, the City Resilience Index is a powerful, tested tool that helps policy-makers and stakeholders understand and tackle these challenges in a systematic way. It incorporates a framework that many cities have already used to create resilience strategies.

Whatever the specific threats a city faces, the City Resilience Index motivates cities to be future-focused and inclusive. Designed as a self-assessment, the tool generates a resilience profile that reveals a city’s specific strengths and weaknesses, creating a baseline to plan from and measure future progress against.

The City Resilience Index is globally applicable. Cities around the world of every type and scale have contributed to the underlying research and insights. It has already been tested in five cities, Arusha, Concepción, Shimla, Hong Kong, and Liverpool.

What contributes to a city’s resilience

Each city’s resilience profile is generated by assessing its current state against 12 goals and 52 indicators. This provides a holistic overview of a city’s resilience across 4 key dimensions:

  • People: the health and well-being of everyone living and working in the city.
  • Organisation: the systems within the society and economy that enable urban populations to live peacefully and act collectively.
  • Place: the quality of physical infrastructure and ecosystems that protect, provide and connect us.
  • Knowledge: appropriate leadership and strategy, enabling the city to learn from the past and take timely action.
  • 12 goals: ranging from how essential needs are met to the level of law enforcement, economic participation to the competency of infrastructure management.
  • 52 indicators: a detailed array that ranges from sanitation to availability of financing, crime prevention measures to continuity plans for vital assets.
